Anyone can put a number in a deck. Every company profile shows both states side by side. Unverified is not a failure. It means nobody has checked yet, and we say so rather than implying otherwise.

The score is arithmetic over declared fields and performed checks. Seven dimensions, every threshold fixed, every point carrying the reason it was awarded. The complete rubric is published, and the published version is generated from the scoring code itself, so the two cannot drift apart.
A blank field scores zero rather than an average, because inventing a middle value for a question nobody answered would be inventing information.
